There is no single right answer, and anyone who gives you one has not priced it. For two or three English-speaking markets, national filings usually beat an ARIPO designation. Anything touching francophone West Africa goes through OAPI, which covers all seventeen states whether you want them or not. Across ten or more countries, Madrid normally wins on cost and on renewal administration.
